For years, Rui Pinto was a relatively unknown Portuguese computer enthusiast. Today, his name is permanently linked to one of the biggest financial controversies in football history — the investigation into Manchester City.
Pinto is the figure behind Football Leaks, a massive collection of confidential football documents, emails and financial records that exposed the private dealings of clubs, agents, players and officials across Europe.
Born in Portugal, Pinto developed strong computer skills largely on his own. His life changed dramatically after he gained access to vast amounts of confidential football-related data. Beginning around 2015, material connected to Football Leaks was shared with journalists, eventually producing international investigations into the hidden financial side of the sport.
Among the most significant material were internal documents concerning Manchester City.
German publication Der Spiegel, working with European investigative journalists, published information based on leaked emails and financial records that raised questions about Manchester City’s sponsorship income and compliance with UEFA’s Financial Fair Play rules. Those revelations helped trigger investigations by UEFA and later the Premier League.
The Manchester City case became one of the most consequential disciplinary battles in English football.
In September 2026, an independent commission found Manchester City guilty of major financial-rule breaches involving arrangements that the commission concluded had artificially inflated revenue and understated costs over several seasons. Manchester City has consistently denied wrongdoing and has said it intends to appeal the findings.
That decision returned Pinto to the international spotlight.
