Ghana’s Office of the Special Prosecutor (OSP) has named former Power Minister Dr. Kwabena Donkor and four other individuals as persons of interest in the Ghanaian aspect of the high-profile bribery case involving former Goldman Sachs banker Asante Kwaku Berko.
Special Prosecutor Kissi Agyebeng announced the development on Wednesday, August 26, 2026, as his office continues investigations into alleged payments connected to a power project involving Turkish energy company Aksa Enerji and the Government of Ghana.
The other four individuals named are Francis Walkson Kwasi Dzafa, a former Technical Adviser to the Minister of Power; Solomon Adjetey Sowah, a Deputy Director; Lyndon Nii Mettle, a Director of Tricorp Group Limited; and Baffour Ankomah Brobbey, an employee of Tricorp Group Limited.
Agyebeng was careful to emphasize that being identified as a person of interest does not mean any of the five individuals is a suspect, has been charged, or has been found guilty of wrongdoing.
The announcement follows Berko’s conviction by a federal jury in Brooklyn, New York, on August 6, 2026.
According to the U.S. Department of Justice, Berko was convicted over a scheme in which more than US$1 million in bribes were paid or promised to Ghanaian officials between 2014 and 2015 to help secure approvals for the development and financing of a power plant.
U.S. prosecutors said discussions included an alleged US$1 million payment intended for Ghana’s then Minister of Power, while five Ghanaian officials were also allegedly given US$5,000 each during a trip to Turkey to inspect equipment associated with the project.
Dr. Kwabena Donkor served as Power Minister under former President John Dramani Mahama during the period covered by the U.S. case.
The OSP previously disclosed that it provided investigative and evidentiary assistance to the FBI through Ghana’s mutual legal assistance framework, support that was acknowledged by the U.S. Department of Justice.
Berko now faces sentencing in the United States on November 10, 2026, with a potential maximum sentence of 30 years.
The naming of the five persons of interest is expected to intensify public attention on the Ghanaian side of the case as the Special Prosecutor continues efforts to determine whether any local individuals committed offences.
For now, no criminal wrongdoing has been established against Dr. Donkor or the four others named by the OSP.
