A California woman accused of carrying out a surveillance mission on the family of Taiwan’s president for the Chinese government has been arrested by the FBI while allegedly preparing to fly to Shanghai.
Wanying “Heather” Zhang, 34, of Irvine, was taken into custody at Los Angeles International Airport on October 4, 2026. Federal authorities have charged her with acting as an unregistered agent of the People’s Republic of China.
According to a federal criminal complaint, Zhang traveled to Seattle in September 2025 with an associate and allegedly monitored the family of Taiwanese President Lai Ching-te’s son.
Investigators allege Zhang photographed and filmed the family’s residence and vehicles and collected license plate information before sending details to contacts connected to the Chinese government. Federal authorities also claim she used methods intended to avoid detection during the operation.
The FBI says messages recovered during the investigation showed Zhang allegedly communicating with people she understood to be Chinese government officials. According to the complaint, she reported seeing her target and provided information gathered during the surveillance mission.
FBI Director Issues Strong Warning
Following Zhang’s arrest, FBI Director Kash Patel issued a sharp warning to foreign governments accused of conducting intelligence operations inside the United States.
Patel said America was no longer a safe place to conduct espionage operations and responded to the allegation that someone could surveil a foreign leader’s family on U.S. soil and then attempt to fly back to Shanghai with a simple message: “Not happening.”
The Chinese government allegedly sent an operative to surveil the family of Taiwan’s President ON AMERICAN SOIL — photos, video, license plates — then she tried to hop a flight back to Shanghai.
Wrong move.
FBI Los Angeles arrested Wanying Zhang at LAX on charges of acting as an unregistered agent of the PRC.
Foreign adversaries take note: America is NOT your playground.
Under President Trump’s leadership, this FBI is hunting national security threats wherever they hide — and putting them in cuffs.

Taiwan’s presidential office confirmed that members of President Lai’s family were targeted and condemned the alleged operation as a form of transnational repression.
Zhang was expected to make her initial appearance in federal court in Los Angeles.
The arrest comes amid continuing tensions between Beijing and Taipei. China claims Taiwan as part of its territory, while Taiwan operates as a self-governing democracy.
For U.S. authorities, the case sends a broader message: alleged foreign intelligence operations conducted on American soil can bring federal agents straight to the airport gate.
Zhang is presumed innocent unless proven guilty in court.
