NDC Chairman Ashie Moore in Hot Water! Attorney-General Recommends Prosecution Over Alleged Theft of Singaporean Businessman’s Property

Ghana’s political landscape has been hit by another controversy following reports that the Attorney-General’s Office has recommended the prosecution of Emmanuel Nii Ashie Moore, the Greater Accra Regional Chairman of the National Democratic Congress (NDC), over allegations of stealing personal belongings belonging to a Singaporean businessman.

The recommendation follows investigations into a complaint filed by businessman Toh You Kang, who accused the influential NDC official of unlawfully taking possession of his belongings while he was in police custody.

According to legal advice dated March 16, 2026, the Attorney-General’s Office determined that evidence gathered by investigators was sufficient to support a charge of stealing under Section 124 of Ghana’s Criminal Offences Act, 1960 (Act 29).

CCTV Footage Raises Serious Questions

The controversy centers on allegations that Ashie Moore visited Fiesta Residences in Accra, where the Singaporean businessman had been staying, and allegedly removed his luggage and other personal belongings without authorization.

Investigators reportedly examined CCTV recordings, witness statements and a cybercrime analysis report during their investigation.

According to the Attorney-General’s legal advice, the footage supported allegations that Ashie Moore and other unidentified individuals removed the businessman’s possessions while he remained in police custody.

Questions were also raised regarding the politician’s alleged possession of the complainant’s medication and the circumstances surrounding the handling of his passport.

The Attorney-General’s Office subsequently advised investigators to obtain a charge statement from Ashie Moore and forward the necessary documentation for prosecution.

Alleged $800,000 ECG Contract Deal
The criminal complaint forms part of a broader dispute involving alleged business transactions connected to the Electricity Company of Ghana (ECG).

Toh You Kang previously accused Ashie Moore of receiving approximately $800,000 after allegedly promising to facilitate lucrative electricity cable supply contracts.

The businessman also pursued legal action over alleged human rights violations and sought compensation.

However, Ashie Moore has previously rejected allegations of wrongdoing and maintained that he had also filed a fraud complaint against the Singaporean businessman.

Pressure Mounts for Legal Action

The matter has attracted renewed attention following an October 23 petition demanding an explanation for the apparent delay in implementing the Attorney-General’s recommendation.

The petition calls on the police to clarify why prosecution has not proceeded despite the legal advice issued in March.

Importantly, the recommendation does not establish Ashie Moore’s guilt. He remains entitled to the presumption of innocence unless proven guilty before a court of competent jurisdiction.

The unfolding controversy now places renewed attention on Ghana’s justice system and its handling of allegations involving politically influential individuals.
